Um Set Ramos is a veteran law enforcement executive with the City of Miami Police Department who has served in numerous critical supervisory, operational, training, and command-level assignments. Throughout his career, he has held the ranks of Detective, Sergeant, Lieutenant, Captain, Commander, and Major and has served as Executive Officer to the Chief of Police.
Professor Ramos currently serves as Commander of the Miami Police Department’s Community Relations Section and President of the Miami Police Athletic League (PAL). In these roles, he oversees community engagement initiatives, youth programs, nonprofit partnerships, juvenile delinquency prevention efforts, the Citizens Police Academy, and other programs designed to strengthen relationships between law enforcement and the communities they serve.
Previously, Professor Ramos commanded the Miami Police Department’s largest police station, supervising more than 220 sworn officers. He also served for five years as Director of the Miami Police Training Center and the department’s Training and Personnel Development Section, where he was responsible for training more than 1,370 sworn officers and approximately 700 civilian employees.
Professor Ramos has extensive experience in emergency preparedness, active-threat response, and large-scale public safety operations. He oversaw the implementation of Active Assailant training for the City of Miami Police and Fire Departments, helping strengthen coordinated law enforcement and fire-rescue response to critical incidents. He has also presented at the National Homeland Security Conference on “Enhancing Public Safety During Large-Scale Events,” sharing strategies and lessons learned related to interagency coordination, preparedness, and public safety during complex events.
His leadership experience also includes assignments within Patrol, Internal Affairs, Hostage Negotiations, Training, and Community Relations. He has helped develop and implement departmental policies, training initiatives, leadership programs, and innovative approaches to community policing. Professor Ramos also played a role in the Miami Police Department becoming one of a select number of agencies worldwide to achieve simultaneous accreditation of its police agency, training center, and communications center through CALEA.
Professor Ramos holds a Doctor of Education in Leadership and Management, a Master’s degree in Public Administration, a Master’s degree in Criminal Justice, and a Bachelor of Science in Criminal Justice from Florida International University. He is a graduate of the Police Executive Research Forum’s Senior Management Institute for Police and the Southern Police Institute’s Organizational Management program. He was also recognized as an International Association of Chiefs of Police 40 Under 40 Award recipient.
