Grant Musser

Chief Grant Musser serves as an Emergency Manager with the City of Miami Division of Emergency Management, bringing over 26 years of experience with Miami Fire-Rescue. He holds a Master of Arts in Disaster Management from Florida International University and a Bachelor of Arts in Organizational Leadership from St. Thomas University.

Throughout his career, Chief Musser has led citywide mitigation, preparedness, response, and recovery efforts, while serving as a key liaison to county, state, and federal agencies. He has overseen critical programs including Urban Search and Rescue (USAR), Special Operations, grant management, and previously served as Executive Officer to the Fire Chief and Finance Section Chief, managing over $49 million in FEMA COVID reimbursements.

At the national level, Chief Musser has played a significant role in FEMA Urban Search and Rescue operations, serving as a Task Force Leader and Incident Support Team Division Supervisor. His experience includes deployments to major disasters such as Hurricane Ian, Harvey, Irma, Florence, and others. He has also contributed as a peer evaluator, advisory group member, and flight medic.
