Emmanuel Louis

Emmanuel Louis is the Medical Services Division Chief for the City of Hialeah.  He began his career with the Hialeah Fire Department in 2004.  During his tenure with the department, he received his Emergence Certificate from Center for Homeland Defense & Security at Naval Postgraduate Academy, Master’s Degree in Disaster Management from FIU, a Bachelor’s Degree in Emergency Management from Barry University where he graduated Magna Cum Laude, and Associates Degrees in EMS and Nursing from Miami-Dade College.  Chief Louis also holds his Fire Instructor 3 and Live Fire Instructor Certifications.  He is currently a Lead Instructor for Miami-Dade College (MDC) Fire Academy and an adjunct EMS Instructor for the MDC Emergency Medical Services Program.

As Medical Services Division Chief, he is an influential member of the command staff for the sixth largest city in the state of Florida. He rose through the ranks of the fire department, and has held the civil service ranks of firefighter, Fire Engineer, Fire Lieutenant, Fire Captain, and Chief Fire Officer.  He manages several aspects of the Fire Department, everything from Medical Procedures/Protocols to infectious disease control throughout the Global Pandemic.  Chief Louis recently received the designation as a CEMSO (Chief Emergency Medical Services Officer) from the Center for Public Safety Excellence.
