Fire Officer I

The Division defines a Fire Officer I as a person having the responsibilities of a Company Officer who supervises a single fire suppression unit or small administrative group within a fire department. The Fire Officer I may also be referred to as a Supervising Fire Officer.

Fire Officer II

The Division defines a Fire Officer II as a person having the responsibilities of a Company Officer whose duties include supervising a multi-unit emergency incident. The Fire Officer II may also be referred to as a Managing Fire Officer.

The Florida Division of the State Fire Marshal (Division) manages the curriculum of the Fire Officer program. This is an advanced training and certification program designed for firefighters having supervisory and management responsibilities. The foundation of this program is based on the National Fire Protection Association (NFPA) 1021 Standard for Fire Officer Professional Qualifications (2009). The Division now recognizes four levels of Fire Officer; Fire Officer I, II, III, and IV.

Applicants who meet the job performance requirements, demonstrate requisite skills, and possess the requisite knowledge set forth in subsection 69A-37.065 F.A.C., are qualified to receive the respective Fire Officer Certificate of Competency from the Division. Additionally, recipients of a Florida Fire Officer certification may qualify for National Board on Fire Service Professional Qualification (Pro Board) certification.

This Fire Officer Program recognizes key consensus standards established by the National Fire Protection Association (NFPA) 1021 Standard for Fire Officer Professional Qualifications; the National Fire Academy Fire and Emergency Services Higher Education (FESHE) initiative; the International Association of Fire Chief’s Officer Development initiative; and the accreditation standards of the National Board on Fire Service Professional Qualifications (Pro Board).

Florida International University is an authorized third party provider of Fire Officer courses.

Fire Officer Course Instructors

Esteban (Steve) Lora is a Lieutenant at the City of Miami Fire-Rescue  Department and holds an accredited designation of Fire Officer (FO) from the Center for Public Safety and Excellence (CPSE). For over 14 years, Steve has held various positions in emergency response, special operations, training, and emergency management. Steve’s experience in both operations and planning has fostered his personal ambition of being an instructor, mentor, and lifelong student of the fire service.

Steve received a Bachelor of Arts degree in Pre-Law with a Minor in Political Science from Barry University and a Master of Arts degree in Disaster Management from Florida International University. Steve is also a graduate of the Managing Officer Program from the National Fire Academy.

His passion for learning has led him to the realm of educator and for the past 10 years, Steve has had the privilege of teaching and instructing all levels of students. As a Minimum Standards Training Instructor at the Maimi Fire Training Center, Shift Field Training Officer within his department, and Fire Officer I & II instructor for Florida International University. Steve is committed to continuous pursuit of knowledge and intellectual growth. In Steve’s words, “The knowledge that doesn’t come from a book, but rather from the knowledge you get from interacting with people and ideas that only an open mind and a kind heart can bring.”
